For years, my professional field has been interpersonal interaction and negotiation in Arab-Islamic culture. The world of terrorism was not the focus of my work, and I did not systematically follow speeches by leaders of extremist organizations in Arabic.
The events of October 7, and my encounters with many people afterward, sharpened for me a deep gap: in Israel and in the West, there is often only a partial understanding—not only of the organizations themselves, but mainly of the ideology that drives them, and especially of the way they use the Arabic language and religious texts to build legitimacy, generate obedience, accelerate radicalization, and transmit messages.
Since October 7, I have chosen to delve into this field in a systematic way. The analysis you are about to read is not security-based; it is a linguistic, cultural, and interpretive analysis: how a religious text receives an ideological “charge” when it is taken out of its context and positioned as a political message.
It is important to emphasize: this is not an examination of Islam as believers interpret it in everyday life. The focus is on the deliberate, and at times selective, use of religious texts by extremist organizations—in order to understand what they truly mean, and not only what they declare.
Let’s dive in.
On 30.4.2022, at an event marking one year since “Shomer Homot,” Yahya al-Sinwar delivered a one-hour speech and quoted a verse taken from one of the most beautiful stories in the Qur’an, with reference to 7.10—at that point, I understood why the ideology of Hamas, the Muslim Brotherhood, and their interpretation of Islam are outlawed even in Arab countries.
For 12 years I have studied and taught the fascinating Qur’anic stories and Islamic traditions from the original sources in Arabic. The area that fascinates me most—and that I also use frequently in my conversations with Muslims—is the stories of the prophets in the Qur’an, what is called قصص الانبياء (Qiṣaṣ al-Anbiyāʾ).
The article before you presents a tiny point of how a religious text is used—here, by Hamas.
This text, and especially its interpretation and the way Hamas uses it, constitute the “database” upon which the ideology of Hamas is founded and built.
I must note that the use of a religious verse in the context of 7.10, as Yahya al-Sinwar did, is perceived by many Muslims around the world as an absolute distortion of the Qur’anic text, which is considered the living word of God according to Islamic belief.
Content with depth for those who truly want to understand and get to know our environment from a religious-cultural point of view.
So what is the Qur’anic background story to the verse that Yahya al-Sinwar uses?
The verse is taken from the Islamic story of the Queen of Sheba (Bilqis) with King Solomon (Suliman):
The Kingdom of Sheba is not a kingdom of wars and battles, but mainly of trade. The purpose of Sheba’s army was to protect its trade caravans, its citadels, and its fortresses.
Suliman sent a letter to the Queen of Sheba, a letter in which the name of Allah is mentioned: بسم الله الرحمن الرحيم, “In the name of Allah, the Most Merciful, the Most Compassionate.” The Queen of Sheba, who feared an unknown war, did not know how to respond to the letter and asked to consult with her advisers.
In the end, the Queen of Sheba decided to send a messenger carrying money (مال) as a gift to Suliman, to see how he would respond.
When the messenger arrived to Suliman and brought him the gift, Suliman refused to accept the money and was even offended by it, and said to the messenger: “You’re giving me money?!”
Why does Suliman get angry? Because money is material, and Allah gave Solomon prophecy, faith, and dominion—things that are far beyond money.
Suliman said to the messenger: “Gifts and money, and material things, may perhaps put your own minds at ease, but not mine.”
What does this have to do with 7.10?
Before 7.10, while in Israel people claimed that Hamas was deterred and were using economic incentives, Yahya al-Sinwar delivered a speech in the Gaza Strip on 30 April 2022, a year after “Sword of Jerusalem,” Sayf al-Quds (this is the name Hamas gave to the events of “Shomer Homot” in May 2021).
(The image attached to this article is taken from that speech.)
In the background image—an image of Border Police officers who entered the mosque with shoes on, an event that is very severe from an Islamic religious perspective.
On the podium was written سيف القدس لن يغمد — “The Sword of Jerusalem will not be sheathed,” meaning: we are not laying down our weapons—we are not deterred.
But the central thing throughout the entire hour in which Yahya al-Sinwar speaks is the verse, in black and white, above his head—a verse from the Qur’an with which he also opens his remarks in his speech:
“Return to them! And we will surely come to them with armies they cannot withstand, and we will surely drive them out from it, humiliated and subdued” — " ارْجِعْ إِلَيْهِمْ فَلَنَأْتِيَنَّهُم بِجُنُودٍ لَّا قِبَلَ لَهُم بِهَا وَلَنُخْرِجَنَّهُم مِّنْهَا أَذِلَّةً وَهُمْ صَاغِرُونَ – (Verse 37 is taken from Surah 27 in the Qur’an, Surah al-Naml).
What does this verse say in its Qur’anic context, following the introduction above from the story of the Kingdom of Sheba?
Suliman commands the messenger with the gift to return to the Kingdom of Sheba, and tells him that he (Suliman) will come to the Kingdom of Sheba, which is protected by fortresses and citadels, with a number of soldiers they will not be able to withstand, and then he will bring the people of Sheba out of the Kingdom of Sheba while they are subdued and humiliated.
So what is the message that Yahya al-Sinwar wants to convey by using this verse?
“Israel, economically strong like the Kingdom of Sheba, cannot buy me with economic incentives, with suitcases of money and the entry of workers. It plays no role for me. I am not deterred.
I will continue to fight and struggle, and I will come with soldiers in great numbers against the fortresses and citadels of Israel, and I will drive Israel’s citizens out of their cities while they are subdued and humiliated.”
7.10…..
A distorted use by Hamas of a religious text in order to convey a message.
Only if we study and come to know the Arabic language and the religion of Islam with respect will we succeed in building strong relationships, based on trust, with Arab society in Israel and with Arab states—and in that way we will also know who distorts it and uses it against us.
It is a shame that this happens in times of war…
