המנהיג העליון הוא לא "רק איש דת": על קבלת החלטות ישירות מהאל

מנקודת מבט של הרפובליקה האסלאמית המערכה כעת היא מלחמה בעלת ממד אלוהי.


אינני מומחה לאיראן או גיאופוליטיקה, אבל באידיאולוגיות אני מבין, ובאלה אסור לזלזל כפי שיצא לשמוע בשיחות שערכתי לאחרונה.



רבים פנו אליי לאחרונה בשאלה: "הבנו שיש להם אידיאולוגיה דתית, אבל בפועל, מה חשיבותו של המנהיג העליון באיראן, הלא בסופו של דבר מדובר בסך הכל באיש דת?"


אז האמירה הזו "האידיאולוגיה הדתית" מה זה אומר בפועל?


בקצרה: זה אומר שהריבונות השולטת היא של האל, והמנהיג העליון הוא "המנהל התפעולי" של הרצון האלוהי עלי אדמות. לכן, על פי התפיסה הדתית השיעית-ח'ומייניסטית, כל החלטה של המנהיג העליון היא מקבלת תוקף אלוהי ולכן קשה מאוד לערער עליה בתוך המערכת.



לכן, כדי להבין את תהליכי קבלת ההחלטות וניהול הסיכונים של המנהיג העליון, צריך להכיר את "בסיס הנתונים" עליהם הוא נשען, ואלו הטקסטים והאירועים הדתיים השזורים באותה אידיאולוגיה - זוהי תכנית העבודה.

צינור ישיר לרצון האלוהי: בראש הפירמידה לא עומד "נבחר ציבור", אלא الولي الفقيه אל-וולי אל-פקיה (המנהיג העליון). לפי הדוקטרינה השיעית-ח'ומייניסטית, הוא חלק משרשרת סמכות דתית המגיעה עד האל בעצמו. כלומר, הוא לא "מייצג" את העם, אלא "מתווך" לעם את הרצון האלוהי.



הדרג המכריע: בעוד שבמערב אנחנו מדברים על הפרדת רשויות, באיראן כל הרשויות (צבא, משפט, תקשורת) כפופות ישירות לפיקוחו המוחלט של המנהיג.



איך זה משפיע על קבלת ההחלטות במלחמה? כאשר מבינים את המבנה הזה, מבינים שלושה דברים קריטיים על ניהול המערכה הנוכחית:


1. זמן אידיאולוגי מול זמן פוליטי:


המנהיג העליון פועל בלוח זמנים אידיאולוגי-נצחי. בניגוד למערב, שם ברוב המקרים מנהיגים נמדדים על פי "הישגים מיידיים". ההחלטות של המנהיג העליון נגזרות מחזון דתי ארוך טווח, מה שמאפשר "סבלנות אסטרטגית" שקשה לנו לעיתים לעכל.



2. הדרג המבצע מול הדרג המחליט:


הנשיא או שר החוץ האיראני הם הדמויות שמתקשרות עם העולם, אבל הם הדרג המבצע בלבד. ההחלטות האסטרטגיות מתקבלות בדרג אנשי הדת, בראשם כאמור, המנהיג העליון.



3. שימוש בכלים מודרניים למטרות דתיות:


המשטר משתמש בפרלמנט ובבחירות כדי להעניק לגיטימציה למערכת, אך אלו תמיד כפופים ל"מועצת שומרי החוקה" שהוא מנגנון פיקוח ואישור התאמה שמוודא ששום דבר לא יחרוג מההלכה האסלאמית הנהוגה על פיהם.



למה זה חשוב לנו?


הבנת המבנה הדתי ובסיס הנתונים הדתי-תרבותי היא לא "בונוס אינטלקטואלי", היא כלי עבודה הכרחי במשא ומתן, בניתוח סיכונים, בקבלת החלטות והערכת מצב ריאלית.


כמובן שנלקחים בחשבון שיקולי ביטחון, כלכלה וכוח, אבל גם אלו ימוסגרו במסגרת אידיאולוגית. הבנת הקוד האידיאולוגי, היא כלי עבודה חיוני לכל מי שנמצא באינטראקציה עם המרחב הזה.


אז מנקודת מבט אידיאולוגית של הרפובליקה האסלאמית, בחירתו של המנהיג העליון הבא, היא בעצם בחירתו של עושה דברו של האל עלי אדמות, ולא "בסך הכל איש דת".

From the perspective of the Islamic Republic, the current campaign is a war with a divine dimension.


I am not an expert on Iran or geopolitics, but I do understand ideologies—and those must not be underestimated, as I have heard in recent conversations I’ve had.


Many people have approached me recently with the question: “We understand they have a religious ideology, but in practice, what is the importance of Iran’s Supreme Leader? After all, he is ultimately just a cleric, isn’t he?”


So what does this phrase—“religious ideology”—actually mean in practice?

In short: it means that sovereignty belongs to God, and the Supreme Leader is the “operational manager” of the divine will on earth.


Therefore, according to the Shiite Khomeinist religious worldview, every decision of the Supreme Leader receives a divine mandate, and it is therefore extremely difficult to challenge it from within the system.


That is why, in order to understand the Supreme Leader’s decision-making processes and risk management, one must become familiar with the “database” on which he relies—namely, the religious texts and events woven into that ideology. This is the operating plan.


That is how it works.

Let’s break it down:


In Iran, the source of power does not flow from the people upward, but from God downward.

The hierarchy—from God to the ground, as can be seen in the attached chart—is built very differently from what we know in the West:


• A direct conduit to the divine will: At the top of the pyramid does not stand an “elected official,” but al-Wali al-Faqih (the Supreme Leader). According to the Shiite Khomeinist doctrine, he is part of a chain of religious authority that reaches all the way to God Himself. In other words, he does not “represent” the people; he “mediates” to the people the divine will.


• The decisive level: Whereas in the West we speak about separation of powers, in Iran all branches (military, judiciary, media) are directly subject to the Supreme Leader’s absolute oversight.


How does this affect decision-making in war? Once you understand this structure, you understand three critical things about managing the current campaign:


  1. Ideological time versus political time:

The Supreme Leader operates on an ideological, eternal timeline. Unlike the West—where, in most cases, leaders are measured by “immediate achievements”—the Supreme Leader’s decisions are derived from a long-term religious vision, which enables a form of “strategic patience” that we sometimes struggle to digest.


  1. The operational level versus the decision-making level:

Iran’s president or foreign minister are the figures who communicate with the world, but they are merely the operational level. Strategic decisions are made at the level of the clerical establishment—led, as noted, by the Supreme Leader.


  1. Using modern tools for religious purposes:

The regime uses parliament and elections to grant legitimacy to the system, but these are always subordinate to the “Guardian Council,” a vetting and approval mechanism that ensures nothing deviates from the Islamic law as they interpret and apply it.


Why does this matter to us?


Understanding the religious structure and the religious-cultural “database” is not an “intellectual bonus”—it is an essential working tool in negotiation, risk analysis, decision-making, and realistic situational assessment.


Of course, security, economic, and power considerations are taken into account as well, but even these will be framed within an ideological framework. Understanding the ideological code is a vital working tool for anyone who is in intera


ction with this arena.


So, from the Islamic Republic’s ideological point of view, choosing the next Supreme Leader is essentially choosing the executor of God’s will on earth—not “just a cleric.”
